'The Pakistan communications market has experienced dramatic growth over
recent years and continues to grow rapidly with mobile density now in excess
of 25 percent,' said Youssef Kassissia, vice president of the EMEA region at
UTStarcom. 'With total penetration rate of fixed and mobile users growing by
double figures year on year and foreign investments in the telecom sector in
Pakistan representing over 29 percent of total investments, we believe this is
potentially a very significant market for UTStarcom.'

Maxim Telecom, with its regional office in Lahore covering Pakistan and
the Middle East, is one of the region's leading telecommunications system
integrators and was founded to meet the increasing need for advanced
communication networks and services following recent regional deregulation and
privatization. The agreement between Maxim and UTStarcom includes the full
range of UTStarcom handsets, including GSM, CDMA and dual-mode technologies,
as well as the company's next-generation softswitch and IP-based broadband
solutions.

'There is great interest in terminals, handsets and next-generation
network solutions in this region, particularly with the emergence of new fixed
and mobile operators,' said Sajjad Ahmad, chief executive officer at Maxim
Telecom. 'With this partnership with UTStarcom, we are bringing together a
complete range of mobile handsets and next generation infrastructure with
Maxim Telecom's established domestic presence to create what we believe to be
a very competitive offering.'

UTStarcom is demonstrating its complete portfolio of wireline and wireless
next-generation network solutions and handsets at Gitex Dubai, being held at
the Dubai International Convention and Exhibition Centre, from November 18-22,
2006.
